What is Extended Producer Responsibility?

EPR for packaging is new UK legislation that requires producers to take responsibility for and pay the total cost of dealing with their packaging from when it is placed onto the market to the end of its life. If you are obligated under EPR, you are responsible for collecting and reporting data for all your obligated packaging placed onto the UK market.

The new regulations build on the existing Packaging Waste Regulations, which have been in place since 1997, and it is hoped that their implementation will reduce the environmental impact of packaging. Under the new EPR regulation, household packaging producers will be responsible for the entire cost of recycling the packaging they place on the market, including the cost of collection, treatment, and recycling minus the value received for the recycled material.

Am I affected?

Across the board, businesses are facing unprecedented upheaval. Change is never easy, but this change has left retailers, manufacturers and suppliers scratching their heads.

Does your business turn over more than £1 million?

Does your business handle more than 25 tonnes of packaging?

If the answer is yes to both of these questions, you will be required to comply.

Am I a small producer or a large producer?

The line can be fine, but it makes a big difference! Depending on whether you are small or large affects the actions you are required to take- so it's important to know where you sit, and what steps you need to take once you are seated!

Small or Large

Small Producer

Small producers are businesses that have annual turnover of £1m-2million and handle over 25 tonnes of packaging (or those with turnover over £2 million but handle 25 to 50 tonnes of packaging.)

Small producer reports must be submitted:

On or before 1st April each year, starting in 2025 (for packaging handled in 2024).

Large Producer

Large producers are businesses that have an annual turnover of over £2million and handle more than 50 tonnes of packaging.

Large producer reports must be submitted:

On or before 1st October each year, for the period from 1st January to 30th June in that year; on or before 1st April each year, for the period from 1st July to 31st December in the previous year.
