Scheme and authority: No single federal scheme. Packaging EPR is currently law in California (CalRecycle), Oregon (Department of Environmental Quality), Colorado (CDPHE), Maryland (MDE) and Minnesota (MPCA), with further states expected to follow. Battery and e-waste rules are legislated separately, state by state.
In scope: Packaging placed on the market by brand owners, importers and, in some states, retailers. Several states also regulate batteries and e-waste separately.
